I seem to recall this being intentional. Some kind of training exercise/demo. Could be misremembering though.

The first video shows a man opening the adjustment brake on a hydraulically operated system, the black hose is the hydraulic line. You are not supposed to use the adjustment brake unless in emergency. The hydraulic release is usually on the bridge, we have them on our ships, you control the rate of release using a very powerful hydraulic brake. These guys didn’t know what they were doing, OR it wasn’t working or both!
Some anchor party about 7 guys!
